Noam Arzt
Ph.D.


Noam Arzt has over 20 years of experience in the healthcare industry and serves as the president of HLN Consulting, LLC, a provider of technical services and support to public health agencies nationwide. He understands how to develop, deploy and support systems on any scale. As an administrator and researcher at the University of Pennsylvania, he honed his skills including successfully guiding federal, state and foundation grants and contracts. He earned his Ph.D. in higher education administration from the University of Pennsylvania.

In 2008, Arzt assumed the position of interim vice president for Health Information Exchange Services for Vermont Information Technology Leaders, Inc (VITL) with responsibility for the design, development, delivery and support of technical services for Vermont's statewide Regional Health Information Organization.

Arzt is a member of HIMSS, APHA, NAPHIT, HL7 and AMIA. He is actively involved in the HL7 Electronic Health Record (EHR) and National Health Information Network (NHIN) initiatives. He is a frequent speaker at national conferences on healthcare informatics and the Public Health Information Network (PHIN), bringing a national leadership perspective on quality and customized solutions.
